I have four children. If I had to choose between Peoria and Surprise, I'd choose Peoria.

I moved here from the NW, live in Peoria around 75th and Cactus. I find the place quite kid friendly. There's a park across the street from our house and lots of families with kids use it. I like Surprise too, and in fact I would prefer Surprise as well if it wasn't for the commute. Even from where I am now, my commute to work (24th St & Camelback) takes longer than I like. I really think that the West Valley should make an effort to invite more business, there's no reason why so many people should have to commute to East Valley or downtown. Do make sure to give serious consideration to the commute. also consider North Phoenix, the northern side of "Moon Valley" around 7th St anywhere from Thunderbird to Union Hills or even north of there.
