I am interested in purchasing a new 3800-5000 sq ft. Tuscan style home that is incomplete somewhere in the valley......Where would be the best place to locate such a home?

I saw an REO on Sun Valley Parkway that's Buckeye past the I-10 &85 junction. Pretty remote but really cheap. Apparently the developer went belly up

Not sure about your budget preference and locations, but builders are now building spec homes (which is either sales fall off or speculative sale). Many of these homes are not fully completed yet.
My suggestions would be to check out the builder you prefer and ask for spec homes.
