AZ laws dictate tourism fees added to car rentals to help subsidize many public facilities, that is why AZ car rental fees are high. Renting away from the airport helps in reduction of the basic rental fee but not the add on tourism fees.
Enterprise usually will pick you up if you reserve in advance.

The short version is that the Cardinals' stadium (and some other sports-related stuff like Cactus League facilities) are being paid for by a tax on rental cars. In order to gain voter approval, the proponents wanted to have it be a tax on visitors, not residents. By only charging this tax at the airport, the resident that rents a car while her car is in the shop is not impacted.

You people have excellant advice. Myself, I don't skimp on rentals. I chose one company and am an "elite" member of it. Does not matter which rental company. It offers discounts. I'm a frequent renter as my own car is usually out of state where I mostly work. My company has certain discounts I take advantage of. I figure most car rentals are competitive so I don't really check costs. I don't always pick the cheapest and smallest car, but when I do, I find I do not have to put in any gas to show it's a full tank. My residence is only seven miles from the car rental. And I drive an additional 2 mi. So 16 miles hardly moves the gas gauge.
