A guess since it's by the other meter, is maybe an offpeak-type meter... and it's locked...

It does not seem to be tied by piping or wiring so it must be irrelevant. Contact the landlord to have it removed. Not to seem like a conspiracy theorist, but if you dont know what it is, it could be a threat.

We just got a notice from APS that they are replacing all the electric meters on the homes with some new meter that will eliminate the need for a meter reader to come and take readings. Its supposedly going to report usage electronically. Maybe its one of those newfangled meters that didnt get installed or is still scheduled?

Im totally clueless, but just a guess.

It's a house shackle, like the ones used for people on house arrest, except it's for your house which must have commited some utility crime like setting your thermostat too low in the summer and running up a huge electric bill.

Yes APS is replacing most meters so they can be monitered by a new satelite metering system. There was a news article about it in the AZ Republic several months ago.

Looks like the electric meters we have back east, but mine has a digital number output on it.
