Six of one, half dozen of the other. Sun Cities are hard core retirement areas while Pebble Creek is a retirement enclave in a "normal" area. There are going to be far more senior oriented things, doctors, banks, golf cart paths etc in the Sun City area. Surprise is inconvenient - don't let anyone tell you otherwise. That is its major drawback. But it does have all the services that you might need. L. Pleasant is close to Surprise if you like that. Goodyear is a quick shot downtown or to the airport, but it is the opposite end of the valley from Scottsdale (dining, high end shopping etc). I don't know about "congestion" in Goodyear. It's no better or worse than Surprise IMO. Goodyear has a higher average income than Surprise and Pebble Creek is pricey, but so are the newer Sun Cities. Both are safe and very new/clean. It probably comes down to which is closer to the things you like/need to do.

You may have heard/seen mention of Estrella on the forum. Estrella is not a retirement community, but they just announced a new development in Estrella called Canta Mia. As I understand, it will be a gated development with pools, rec center etc. It's 55 plus. Estrella is one of the nicest developments in the city and has an out of the city feel to it. That appeals to folks who want the amenities of a big city without the hassles of day to day living in one.
