re rick lee post nov 09 and my agreeing with him that car rental rates are higher from the aiport (due to about a base surcharge of $25+ just because of the airport fees), with one caveat:

I am flying in on a sat. evg and they've got you!
NOthing is open after 5 in an immediate area (an hour later now, having tried 6 rentals and various search engines).

So, just bear in mind, even with factoring factor in yes, the nice convenience of stepping into a cab at the curb BUT ...
to get you to any rental, you pay about $5 basic plus depending about $2 a mile to get where you need.

for me, because of the after hours on a weekend, I'm hooped.
I will take the shuttle to cab terminal and go from there via Alamo.

PS for cabs see Ihatetaxis which says there are only 3 licensed/safe? cab co. sanctioned by the airport

A lot depends upon what you need the car for and when. If you are just staying a couple of days you may as well rent at the airport. If you were coming at a time when the local rentals were open, there are a couple of places accessible by the light rail, which would cost you $1.75. If you are staying in a hotel, some have airport shuttles and you can rent a car there or nearby the next day. If renting the next day works for you, you can take SuperShuttle to wherever you are staying (cheaper than taxi if there is only one of you) and rent something the next day.

Phoenix is very spread out so you are probably better off renting a car if you want to see the city. Otherwise, if you are just staying in one area you may not need a rental car.
