nah, if this is the photo its underexposed. its not a formatting issue.just look at the dark areas.

yes it is under exposed....after a card is not formatted in the camera enough times it does "hang" onto all kinds of data that will crap up an image. many more questions need to be answered as to what the OP was shooting in: auto, priority, etc as well as the cameras internal settings.

what we really need to see is it happen in a properly exposed picture... this example is terrible for trouble shooting as its so under exposed even if there were other issues they would be buried and not obvious because its so underexposed.

the d80 has inheirant noise issues as it is on long exposures .an update a few years ago made it a little better but sensor noise was very easily seen as speckeled colors ..it was very apperent on under exposed photos. but my guess is this wasnt a long exposure , just an under exposed one .. if it was because of long exposure it still would have been exposed properly, just noisy.

this is clearly the wrong exposure in this case ,if it was anything else we would have a good exposure in the sky and a better one on the building along with the noise..

Thanks to all of you I think my issue is resolved

Being an amateur I am still learning lots of things, with that being said I will shamefully tell you my ISO was set at 4000 (somehow). I re-formated the SD card and turned the iso down to 800. Went out and about taking photos and behold the dots are gone!
This is no award winning photo but a mere example that your advice and help has made my Nikon happy again

i actually used the d80 at 3200 and if you expose properly and dont leave alot of background around the subject they are perfectly usable. they are little soft and some noise ....

never tried 4,000 though... its strange how it under exposed so much..it should have at least given a proper exposure albeit noisy and soft.

It's simply noise in the shot. The SD card or method of transfer doesnt matter. As long as you get the JPEG from the camera to PC, it will remain the same as when the camera took it.
