Yes, it's a fake tilt-shift with Lightroom. Here's a Photoshop tutorial: Tilt Shift Photoshop Tutorial: How to Make Fake Miniature Scenes Visual Photo Guide*|*Visual Photo Guide
In LR, you simply use the graduated filter tool with sharpness set to -100.

Just started taking camera gear...I just assumed you were a professional photographer. Your shots are amazing. Love them!

I went to school in Madrid one summer for 8 weeks. Thanks for those pics especially and the wonderful memories some of them brought. All of your photos are just awesome. Keep them coming!

Thanks. Nope, not a professional. I actually like my job, work from wherever I want (read: lots of time to play in the mountains), travel to interesting places, and of course, afford to spend money on my hobbies (photography, skiing, astronomy, travel).

Very cool that you lived there. Partly because of where I live (small mountain town), I love shooting in cities (change of scenery), and European cities tend to have so much interesting scenes (alternate interpretation: I'm not good enough to "see" the interesting scenes in the average American city).
