Okay it is sort of like a forum but not really. Example lets say you have a group of people who work at Columbia University and they all happen to be into photography. What they will do is start a group on flickr (flickr is free for all) and then you can have contest, share photos etc.

A lot of forums have these groups. Great way to share photos and stuff with out cluttering up a forum. Can still keep the contest on the forum though. Also great way to host pics to post.
We can start a blog for a "Picture of the day" for the community. Everyone can share and post comments, suggestions. We can call it "City Blog" or whatever.
