OP didn't spin it that way, the original article did.

Something like this may be the only way I'd ever get the oportunity to move back. That's not a whole lot of cash though, just enough to make you think about it.

In fact that was likely by design--the goal probably was not so much to get the winner specifically to move, as to get a decent number of people in the target audience to think about it. Which is a pretty standard marketing gimmick.

The CNN clips illustrates the point of the contest: it creates free advertising on news stations. That was essentially a 2-minute advertisement for why Pittsburgh is great and people should move there. It probably played on the newsreel throughout the day. Buying that much advertising on CNN would probably cost more than that, so smart move, City of Pittsburgh.
