Below is the impact fees distribution by county. Does Allegheny really have that little of Marcellus activity that its impact fee is so low?
Bradford County is by far the biggest winner.

Drilling is still new in the Western Counties. There aren't near as many wells yet.

Those are laughable numbers when you think about it. Beaver County's 200 grand won't dampen the "impact" of a damn thing.

You can use this to search for wells by county:

FrackTrack Marcellus Shale Map

There are WAY more in Washington and Greene than Allegheny.
