What the what? I think the various electric companies will give coupons for CFL bulbs if you're a customer, but they're not free and they don't have a thing to do with the President.

I've had West Penn Power send me a free box of of those energy efficient bulbs earlier this year. Then my apt complex gave me another free box over the summer. Just call your power company and see if they are offering anything like this at this time.

There is a phase out, but it was from before Obama. Implementation has been delayed.

As I recall it doesn't ban incandescent bulbs just mandates a certain efficiency standard which MOST CURRENT such bulbs can't meet. It's a subtle difference perhaps but worth noting.
