The side street by me has been filled with cars that made it down the hill but couldn't get back up at the end of the day and people had to walk up the hill after giving up.

Thanks City of Pittsburgh, it's always nice to know you care about everyone equally.

And as I'm writing this, a city pick-up with a plow on it came up the side street, looked up at the non-plowed section, and turned the other direction in a hurry.
The alley behind our house is practically never plowed, and that is where we park our cars (on a 'parking pad in the back yard). It usually doesn't snow enough to actually need to be plowed, and it's flat, so usually not a huge deal. If we are forecast to get a lot of snow, which is also pretty rare, then we'll make alternate arrangements before hand to get one out.

Anyway, a couple years ago when we got a couple feet of snow, I pulled one, the beater work car, and parked on the street for a few days. Once the snow melted a bit I started parking in the back again. I came home from work one night and found that during the day the City started to plow the alley (a dead end) but gave up about 3/4 of the way and left a 10 foot mountain of snow. I lost my spot on the street so needed to park a few blocks away. No attempt to come back the next day and remove it. Long story short, they probably don't care about your street and mroe than they did about mine.
