I am an international student who interned in Cheswick, PA in 2012 on my CPT visa. Through this period, I resided in Pittsburgh.

My employer accidentally deducted Social & Healthcare local taxes, which were eligible for a refund, since I was on the CPT and also because my home country has a tax treaty with USA.

After ~5 months of filing local taxes in Pgh and waiting for the refund, I was told today that I can claim the refund from Cheswick (Keystone) since I worked there and residency at time of employment didn't matter in the case.

If this is the wrong forum for such a topic, I apologize in advance and would appreciate redirection. Till then, can anybody please clarify/advise me on the issue? Thank you.
