I routinely make deliveries to a tech firm in the First & Market Building. While waiting to be let inside I always marvel at the beautiful historic architecture all around me. You're just two blocks from Market Square, one block from PPG Plaza, a block from the Monongahela River, and about three blocks from Point State Park. It's a great "hidden gem" of a sub-neighborhood of Downtown, albeit a diminutively-sized one.

I work on First Ave, and regularly walk down through that area on my way to the Point...its a wonderful little area...it should be filled with little restaurants, because dining options on the Mon side of downtown are extremely limited...

There was a nice Thai place over there a few years back. Pretty sure it's closed now.

It did close, but a new one opened in its spot...it is pretty good...I believe it is called Siam Thai...

Is the Lantern Lounge still open? I got out of work a few weeks ago and was in the mood to go to a dive bar, so I walked down there and the lights were out, at like 7PM on a weeknight.

I can't really think of any other "dives" downtown... maybe the Courthouse Tavern on Forbes?

I think if a popular restaurant group or popular chef like Sousa or Deshantz opened a location there, people will have a reason to go to that area of the city.
