Mt. Lebanon is a good bet. The T (subway/light rail) runs right through it and it's fairly close to Pittsburgh's "Little India", the epicenter of which is around the Greentree Road/Cochran Road intersection. Greatschools.org has it ranked in the top 5% of all districts in Pennsylvania.

North Allegheny is a top rated school district, but it doesn't have very much in the way of public transport to town.

The trips terminate around Pine Plaza, and from there its still almost an hour to get into town.

You'd do better to look at the South Hills area, especially if you're looking to have some Indian neighbors.
