Just my guess, but they don't like the large cans due to weight. They want the cans under 50 pounds and it's easy to exceed that in cans over 35 gallon.

I use larger cans but they don't have any issue since I keep the weight down.

Those are used in some cities that do trash collection in alleys.

They were using that in Columbus 15 years ago, the arm can make it into some unusual places. I just use the heavy duty contractor bags, we have raccoons but they seem to get worn out after a small hole is made.

We just put a trash bag out and never had a problem with animals. The city will pick up just about anything, including furniture and appliances (but not air conditioners or old TVs.)

We have another service that comes around once a week to pick up all vegetable garbage and they use it to make worm casings for fertilizers and gardens, so now the actual garbage that the city picks up from us is very low.
