As I mentioned, there are a lot of things which can be correlated to a higher black population in a neighborhood once it reaches a tipping point - like perception of falling school quality and rising crime. So everyone who moves out of a neighborhood with a rising black population doesn't have to be doing so for actively racist reasons. That said, I absolutely think that the first people who move out when a single black family moves onto their block are doing so for racist reasons. Admittedly, few people do so now compared to say the 1970s, but still.
