There's something called a 3111a which is a similar fine but no points which I personally think is his best bet, but it really is up to the policeman. I do think he has learned something from this (just because you're under the speed limit doesn't mean you might not be going too fast) AND there's a reason it's called "black ice". Whatever happens, he'll be paying for this for a looooong time, one way or the other (financially and parental displeasure).
And to update this. Today was DS's day in court. 1) His hearing time was for 9 am and we were out of there by 9.30 so that was quick and 2) although he turned up with pictures etc as soon as the cop spoke to him, he asked about past speeding tickets, DS told him the truth (in fact one they didn't seem to know about (?)) and the cop offered him the 3111a option (same fine, no points) which DS was very happy with. So for anyone doing this in future - do give the hearing option a whirl.
