An ATM machine is and ATM machine isn't it? The machine can't tell where it is. I wonder how this will be implemented? There is so much welfare fraud in CA that I had no qualms when the Gov Schwarzenegger threatened to eliminate the whole system to balance the State budget. I figure a healthy State will do more to help poor people than the mess of a welfare system we have.

Another reason to get rid of welfare. I'm sure half of California is on welfare, and they get so much since CA is an expensive state.

Seriously, what is California gonna do for the future? All, I've heard for years now is how bad it is in CA, state government wise. Is there any real hope for improvement soon?

Welfare cards should never be able to be used at any ATM, PERIOD!!!

If they can be used in an ATM, they can be used anywhere any credit card can be used.
Think about that for a minute, if you think Welfare is not corrupt.
