They could wait and feed the child in a restroom, where they would have a bit of privacy.
Would you prefer to eat your meals in a smelly public bathroom where a minority of users manage to land everything in the toilet? I'd prefer Mom to simply cover discretly at the table, but would have no objection should she let it all hang out rather than send her and the baby into such an unclean place.
I'm an adult--I can make choices that aren't available to children OR babies.
By the way, you should complain to management about the status of the bathrooms--I've worked jobs where we were to clean them every hour--whether it needed it or not.

No public bathroom, even it it were just cleaned, is an acceptable place for an infant to be fed. Would you take your lunchtime to sit there and eat, just to enjoy the ambience?

I have no problems eating in a clean bathroom. Better than some people's kitchens.
