In reality anyone who participates in risky behavior should not donate blood not only because of the risk of transmitting AIDS but also Hep. C . I wait a full 6 mos. following a tick bite before I allow myself to donate blood again.

Pretty much. I can't give blood due to a genetic disorder (I'm missing a fairly important enzyme in my blood) but all I would have to do is lie.

Why not just ban MEN because MEN are more likely to have HIV than women for that matter.

Gay isn't a skin color. Black gays and White gays are banned from giving blood in Canada.
I think it also means that the blood banks are not fully testing the blood supply. If they were, then there wouldn't be a need to ban any groups from donating.
