There's no way to be sure. They would've been looking for any available excuse, I believe, but without 9/11 to confuse people I doubt the public would've stood for it.
But a certain proportion of the generally not-too-bright American people was only hazily aware that Osama bin Laden and Saddam Hussein were not the same person. That shortcoming was what made all the difference, and the neo-cons in the administration grabbed onto it as hungrily as Mackenzie Phillips at a family reunion.
Bush had a peculiar obsession with "correcting daddy's mistakes" and was ready to invade Iraq immediately after 9/11.
Colin Powell and Tony Blair had to talk him out of doing so and convince him that Saddam was not behind 9/11.
If 9/11 never happened it is an absolute certainty that Bush would have still tried to invade Iraq due to his obsession, rooted in what he saw as his father's big failure while in office.

Bob Woodward's "Plan Of Attack". Woodward interviewed Bush, Cheney, Rumsfeld, Powell, Blair, Rice, and all the key players involved, and the GOP had that book on their recommended reading list in 2004, so it's not a biased source.
