In other words, you believe Clinton should have told the world that HW Bush was wrong on it, and that he will veto something he all but signed off on. But, I don't think we disagree on NAFTA at all, or on the issue of trade deficits. What I'm unclear on (and you didn't answer my question) is your acceptance on government's role when it comes to the economy. Would you please answer it, so I'm clear about it for future discussion?

Now, back to where the discussion should be, what is your take on the topic?

I am not sure how to answer your question

I can say that UNDER or de regulating leads to greed and thievery

and OVER regulationg leads to stiffling

I think the government should be on the safety and security side...and not the directing (the actual business aspect)

look at the flip-floppy government on monopolies/anti-monopoly....the governmet was so anti monopoly of rockeffeller's standadr oil (and sun oil, et al), or against ma bell...tey the allow monopolies (like the new baby bells getting together, or like the one today with the air lines

we do it all the time....over regulate to the point , then de regulate till the crooks come home, then over regulate again

the pendulum swing is killing this country

Do you see in your link where Congress has the power to pass laws? One of those laws is the Budget and Accounting Act and it requires the President to annually create and submit a buget to Congress. And that's what Presidents do. President Bush, being a two-term President, did it eight times.

And, of course, the budget isn't finalized (created, if you will) until the President signs it into law.
