My favorite Founder, Alexander Hamilton, says about the same kind of thing here about government that Jefferson often said. They didn't get along real good because Washington listened to Hamilton more than to Jefferson but this is some of the reason.
"The instrument by which [government] must act are either the AUTHORITY of the laws or FORCE. If the first be destroyed, the last must be substituted; and where this becomes the ordinary instrument of government there is an end to liberty! "--Alexander Hamilton, Tully, No. 3, 1794
This sounds a lot like Andy Stern talking about what the unions have to do when people don't listen to them. FORCE.
