Is discouragement of voters the agenda? (Obama, parties, government, Bush)

Has anyone else noticed that the major parties seem to be out to discourage their own constituents? Bush raised the deficit to record levels to the dismay of fiscal conservatives, and Obama has disappointed his party to the point where he is now blaming them for their apathy.
Could this be the plan? To discourage the American people in the process to such a degree that they no longer bother to vote?
It would certainly benefit the corporations to finalize their control over government.
