He did what was expected of him as a leader. He lived in very religious times where a leader who was public about being a devout Christian would inspire more confidence and loyalty in people than one who wasn't.
We respect the Bible, Old Testament and New, in our church, even though we're not Christian. We also similarly respect the Qur'an, Bhagavad Gita, and other religious texts - and would respect even anti-religious texts that contain substantial wisdom.
Swearing on a Christian Bible is very interesting, actually: Who is it for? It's essentially just for the superstitious Christians viewing the swearing, people who believe that swearing on the Bible is some how divinely governed. If you think the superstition is silly - that swearing on some book is somehow more legitimate than looking people in the eye and swearing on your own honor that you're going to tell the truth - then swearing on the Bible isn't a big deal, from your perspective, especially if it dupes some weak-minded superstitious Christians into believing your comments more readily. Yes, it would be nice if society didn't allow such patently Dominionist nonsense, but it does, and Dominionism isn't something that you can just simply wish away.
swearing on the bible at one time had real meaning for most people. and they took it seriously. these days it is pretty much ceremonial in nature.
