This is despicable - how does he still have a job?
He has a history of suppressing votes in a predominantly African-American neighborhood. Don't they generally vote for the democrats? How does this track with him trying to improve democrats chances?
Clearly there is something else going on with this guy.
Whatever it is, he shouldn't be in any position to tamper with peoples' voting privileges.
Anyway, the latest from the Chicago Sun-Times:
"He anticipates reaching an agreement with the Justice Department and did not expect the state to be sued -- action the Justice Department has taken in other states whose election authorities have been tardier than Illinois is getting overseas and military ballots out. White said he will have another conference call with Justice Department voting rights lawyers today."

Missing the point. If he wanted to improve democrats' chances, why would he have disenfranchised African-american voters in a past election? Makes no sense.
Like I said, I think that there is something going with this guy, but, I'm not so sure that it is strictly 'political.'

I wonder how he would feel if a full bird US Marine Colonial walked up and and offered to "help" him deliver the ballots
