This is not a big deal. Did you notice that they didn't mention where these ICBM's were located (in their silos)? Because, while in the silos, there are backups in triplicate to all arming, firing, and communications systems. They lost one set (assuming - the primary mode) of communications. To lose all forms of communications would incapacitate the missile rendering it worthless. If all 3 modes of communication were lost, I guarantee you that we would not even be able to communicate like we are right now. It would be an apocalyptic event occurring.
