I'd put Mao tze dung at 1. Numerically at the very least, the biggest butcher. And just a disgusting scumbag personally - "I never bathed, but my genitals were bathed inside the proletarian women sent to me" (slightly paraphrased for brevity from one of his Chinese interviews where he talked about his essentially rapes of hundreds of young girls from the countryside)

Ghengis Khan was no kittycat ether. Mao, Pol Pot, so much evil to choose from. Too bad people are too stuck on themselves to notice a pattern yet.

Hitler, Stalin, and Mao.
Although there were some evil bastards before the 20th century, obviously, like Genghis Khan and Vlad the Impaler. And there are also historical figures whom some might rank amongst the most evil because of what happened to their ancestors. Talet Pasha, for example (who unquestionably was evil). Also there are some figures who are considered heroes by some but pure evil by others, like Oliver Cromwell and Andrew Jackson.

Napoleon is a decent candidate for the top 10 bastards. The British queen Elizabeth, or a number of the British royalty that spearheaded the rape and rearrangements of entire countries and continents that the world is still reeling from (Afghanistan, Palestine, Iraq, Iran, etc...) The German Kaiser. The current African dictators still killing and torturing... The decimation of the entire planet and nature by corporations, governments and ever increasing consumption of resources by ever increasing human population.

The entire human race is nothing to be happy about and sadly never learns...
