I agree, this man lacked the training to perform the procedure, and besides the numerous women he harmed, he recklessly endangered countless others. His gross negligence amounts to abuse. From what the linked article says, he was a monster preying on vulnerable women.

No biggie-->the title of the article, babies being scissored in the spine....

A bill to overturn the Supreme Court's ruling which overturned state laws?

Perhaps you could help me out by indicating the part of the Constitution which grants the Congress authority to either legalize or outlaw abortion over the Supreme Court's ruling.
