Congress is not being secretive about it. They are not doing it in a vacuum.
The press is just not announcing it. And people don't bother following what the government does.
They follow what the MSM tells them.
It's expanded by interpretation and practice all across the political spectrum. And you don't hear the Republican party say it needs to be abolished, or the Democrats, or the liberals or the conservatives.... it has become instutionalized and is deemed "useful".
Ron Paul is a voice in the political wilderness unfortunately.
Frontline on PBS (bless them) did a program on the career of Dick Cheney some 3 years ago, and one of the main things they pointed out was that no one since FDR did more to consolidate power into the Executive Branch than Dick Cheney and the Bush administration.
When I first started on this forum back when, I pointed out to those who at the time supported the Bush administrations consolidation of power as a sound means of combating terrorism, that at some point, George Bush would no longer be in office. Chances are there will be someone of an opposition party, as it was a very partisan issue at the time. I was dismissed and scoffed at, then Obama got elected and overnight, charges of infringement of rights were shouted over the walls.
As you point out, it doesn't matter what party the President is, it matters that any President is going to enjoy those consolidated powers and Obama has done little in regards to rejecting Bush and Cheney's efforts. If people want to point to this party or that, I think they are wasting their effort on what should be citizens v government instead of left v right.
Patriot Act is draconian old Soviet styled bang the door down and I for one would love to see it gone forever and looked at as the stain against democracy it is.
So why are we sitting here on City-Data instead of having tea-party like protest against this thing. I would be right there with you.

Feingold was the lone voice of dissent in the senate at the time and has since been replaced by a Tea Party backed Republican who supports the act.
