I think the cost problem is much more complex. One is the cost of hiring the mercenaries and keeping them trained and entertained. The other is the decrease in the amount of money flowing through the insurance company's accounting department because fewer ransoms would be paid. This is probably why the insurance company's prefer to pay ransom instead of fighting back. Fighting reduces their revenue and insuring ransom payments increases the take. Another problem is who takes the legal responsibility of killing the pirates. Do you send the bodies’ home or just feed the sharks?
It does make one wonder why these shipping companies, if not arming their cargo ships , at least do not send accompanying "guard ships" appropriately armed, escort their tankers and to ward of these 3rd world pirates.

It costs an insane amount of money to higher mercenaries. Look at how much we are spending in Iraq for, oh excuse me, "defense contractors"
The small amount they pay in ransom to the pirates for their ships back costs less then hired security like that.
I think it is because the country's where most of these ships are registered for a nominal fee do not think actually having a Navy to protect the merchantmen is worth the cost. If a merchant ship wants to be protected by a real Navy then the ship should register in the USA. It would cost more but the owner's would get more.
