Its not government that has been using such technology (albeit not as sophisticated as what the leaked email had described). Its been in use by marketers and marketing firms to virally create fake profiles, to up the positive spin on products and items for years. They'll go out and create fake personas at various high traffic blogs, websites and forums to "drop" a link or act like a "consumer" to create discussion about the item they are trying to help market.
The Govt is just another entity that finds a potential use in the practice and develop a better method in executing it.

Indeed. I believe we do see quite a bit of that in CD as spammers with a conversation attached.
