The problem is not the test but lack of qualified candidates applying.

Obviously a flawed test that traditionally favored white applicants. You're implying that blacks are inferior and this is wrong. There's more to this story in Dayton than what you're presenting here.
Why is the 1st explanation racist? If it's true its not racist its just the way things are. People make things racist by constantly complaining over things instead of working to become better at them.Its easier to scream racism than to work hard I suppose.

Or the blacks applying didn't put the time and effort into studying for it because they know they'll get the job no matter what.

That sounds like a very possible answer. Once the black gets the job and has to take a test for a promotion he has to study up for the Sergeants promotion just as anybody else does.
Not going to answer me or just going to use the smiley faces and act like that's an answer? I am being serious here...
