I think the OP was speaking specifically about faith-based charities, not countries. The Red Crescent would be the only one that qualifies.

Unfortunately, this forum serves as a prime example of cognitive consistency theory: people searching for information which aligns with their views, and ignoring information which goes to the contrary. Aside from that, the oil-exporting countries in the Arabian peninsula offered aid in the form of "free oil" in the wake of Katrina; blows these absurd assertions away.
