CAIRO—The Arab League secretary general, Amr Moussa, deplored the broad scope of the U.S.-European bombing campaign in Libya on Sunday and said he would call a new league meeting to reconsider Arab approval of the Western military intervention.
Moussa said the Arab League’s approval of a no-fly zone on March 12 was based on a desire to prevent Moammar Gaddafi’s air force from attacking civilians and was not designed to embrace the intense bombing and missile attacks—including on Tripoli, the capital, and on Libyan ground forces—that have filled Arab television screens for the last two days.
“What is happening in Libya differs from the aim of imposing a no-fly zone,” he said in a statement on the official Middle East News Agency. “And what we want is the protection of civilians and not the shelling of more civilians.”
Qatar became the first Arab nation to join international action against Col. Moammar Gadhafi, saying Sunday that it was sending fighter jets to Libya to help enforce a United Nations resolution aimed at preventing the Libyan strongman from using force against his own people.
In a statement issued by Qatar's state news agency, the Gulf Arab nation said it would help enforce a no-fly zone over Libya.
The U.S., France and other members of the international coalition that are conducting airstrikes against Col. Gadhafi's forces have said that explicit support—and possible contribution—by Arab nations to the effort would be crucial to avoiding the perception that Libya could become the center of yet another clash between the West and an Arab, Islamic nation.
The French Defense Ministry said on Sunday that it expected four Qatari Mirage 2000 jets to fly over Libya.

The bombings done by the US and France is not what the Arab League asked for.
Enforcing a no fly zone means bombing land targets now and cities ?
Used to mean just taking down what is flying..like in the air in the no fly zone.
Well the first order of business is taking out the radar guided anti-aircraft batteries, which are ground based. Once those are gone, all that is left is their airforce which should last about several hours.
Brings me back to why do we need a trillion dollar weapons program when the enemy we face can barely offer resistance to current systems. We argued for nearly two years over apx trillion dollar health care issue, but barely a peep over the trillion dollars for the most expensive weapon system in the history of mankind?
