Our tax dollars spent in another country..... (economy, money, administration)

So I hear that the goal of our current administration is to tax successful creators and job providers. What if highly motivated people living in the USA decided to reinvest their money and move to a country with greater prospects?

Lets say the top 2-3% of earners decided to do this as a whole. It concerns me. I am sure there are plenty of countries that are ready an willing to take the $$$ with open arms.

How would it affect our economy as whole?
