Because the Democrats didn't pass 2011 appropriations bills back last Fall when they controlled the White House, The Senate and the House, government agencies are running on continuing resolutions. So, when something entirely new comes up in 2011, and they do it in secret, where does the money come from?
"The State Department has been secretly financing opponents of Syrian President Bashar Assad, the Washington Post reported, citing previously undisclosed diplomatic documents provided to the newspaper by the WikiLeaks website. The leaked documents show that the U.S. has provided at least $6 million to Barada TV and other opposition groups inside Syria, the newspaper said."
