Yes. That's why it takes forever to get out of Texas. A freight train might go faster but Amtrak isn't going to risk passangers on OLD and poorly maintained track. But its the only track around.

And how, exactly, is this going to stop someone from messing up a strip of frequently not inspected track and causing a train to derail? I used to live next to a track (never do that if you value you sanity) and we looked over the fence to find about twenty shopping cards piled on the track from the store on the other side of the fence. We called the police and someone came down the track in a truck on wheels and dismantled them. I lived in fear some idiot was going to pile up the track and actually cause an derailment of some of the toxic stuff hauled around by trains directly next to the back fence.
