JERSEY CITY — Jared Kushner and his real estate partners wanted to take advantage of a federal program in 2015 that would save them millions of dollars as they built an opulent, 50-story residential tower in this city’s booming waterfront district, just across the Hudson River from Lower Manhattan.
Seems to me a luxury skyscaper would employ more workers than a sub-luxury skyscraper. If they were talking about housing poorer "residents", I could understand, but they are talking about "jobs". Are they implying that if you build houisng for people, they will automatically find jobs?

And no -- you don't hire more people to building an expensive building....you just spend more money on materials -- or pretend like you did and sell it for more.

Perfect example of government waste and legal fraud. So many government programs written by lawyers leave giant loopholes for other lawyers to jump thru.
greatest problem is the government does nothing to rectify the problems. Fraud and waste in all programs makes the government the last place you'd want to send tax money for efficient use.
Feds believe they have an infinite supply of tax money and lack of monitoring and consequences allows an elitist political class to enjoy.
I blame the government for creating the loophole. There will always be high-end swindlers like Kushner or his father in law who rush to take advantage of them.
I believe a building like this just may create a few jobs. Construction is short term. Maybe a door man and a general building maintenance person, perhaps someone to park cars. In general, anything else would be contracted out to existing businesses.
The ruse that it 'creates jobs' only goes so far. Mostly it makes the rich richer.
