Immigration policy should require assimilation. If they break the law or fail to assimilate then they are booted out of the country (after serving their prison sentence) and aren't allowed to reapply. If a pattern of failed assimilation can be determined for certain groups then immigration for those groups should be greatly reduced or cut off all together.

That's not going to happen because the liberals will cry about DIEversity and multiculturalism and how we(the western nations, always the western nations) need to respect their religious and cultural values while they defecate all over our values.

65% of the rapes are happening from a segment of the population that represents a mere 15% (or less) of the total population .. and this doesn't bother you at all?
Split hairs if you think that will help .. it's all relative .. a percentage is just what it is .. Imagine if those numbers applied to the United States .. they can't, of course, apply, because someone somewhere is afraid of being sued over collecting ethnic based statistics ..
If those numbers were applied to the United States, there would be a lot less rapes.
The thing about percentages is they don't say anything at all about how big the original number is.
If there were 4 rapes in a year, 3 of which were comitted by nonwesterns, immigrants would have comitted 75% of all rapes. Which would not change the fact that 4 rapes is sensationally low.
So here is what the actual numbers of the OP mean:
Norwegian men commmit a staggeringly low number of rapes.
Non-western immigrants in Norway commit a higher, but still very low number of rapes
Americans in America commit more rapes than immigrants in Norway
I would be interested to see numbers form other countries to compare with. Do immigrants in other nations still commit very few rapes, or is it something about the Norwegian system? The absence of Norwegian perpetrators would indicate that there is something in the system that reduces the incidence significantly.
Not religious. Basically a tribal belief system. It is dishonor on the family that hey are trying to remove.
Social not religious. Like the old southern custom of hanging black guys for offenses, real or imagined, against white women.

Considering that Islam itself does provide a lot of scriptural justification for those kinds of acts and that ethnically and religion based sexual assaults are comparatively rare for non-Muslim immigrants of those same cultures (you rarely hear about Sikh Pakistanis committing a gang rape nor Hindu Indians nor Christian Lebanese).
The cultures that they come from does play a big role, but don't act like Islam itself is not a major component.

The bible provides more than sufficient reference for virtually any desired outcome.
Culturally christian mostly, though not always, interpret the bible in moderate ways. But that is the culture driving the interpretation. For an example of the not so moderate view see Westboro Baptist.
The comparative rarity may deal as well with relative numbers particularly among those in large numbers in the lower socio-economic classes.
I am inclined to believe we can act across a huge range within the basic belief systems of any of the relegions. And for at least the major religions it is rather easy to find examples.
