Would not work, the government cannot force morality issues on people then will just ignore the stupidity. Better Idea would be to get out o peoples personal lives and mind your own business.

Good idea, but a little misdirected. Yes, government efforts are a failure and should be ended.
All drugs should be legal.
Citizens should organize charities to help drug addicts with rehab.
