The whole purpose of the WSI was to discredit the military effort in Vietnam by describing atrocities committed by individuals and implying that such was condoned by the U. S. government. That was a lie, of course. Yes, atrocities happen in any war. But the government, to my knowledge, has never condoned criminality in the prosecution of its wars by the military. I think the prosecution of those responsibile for the My Lai massacre and of the guards who perpetrated indecencies at Abu Graihb makes that perfectly clear. But the anti-American Left keeps recycling the lies.
