Your premise is so confused it is hard to know just where to start.

For one thing the Constitution does not "forbid" religion. For another what does "pledging the way the government should be run" have to do with religion and how is that a contradiction even if your could even explain the meaning of the sentence? And third setting rules is the sole purpose of a constitution I think you would be hard pressed to make that same argument to even the most fundamentalist Christian.
