Outsourcing is partly due to high corporate tax rates and partly due to EPA and other federal agencies rules and regulations, as well as to improved communication that allows for command and control of overseas production facilities.

The #1 reason for outsourcing is lower compensation.

Seeing as no one has posted a chart for corporate tax rates -- have they fluctuated like the personal tax rates, and if so, have the two the two rates risen and fallen simultaneously or independent if one another?

I understand how the EPA could impact a company's decision to relocate.
