its because obama and harry reid have YET to pass/sign a BUDGET
the stop gap will go in efect on 1 oct when the next FY (fiscal year) starts
the republicans submitted a budget (ryan) and it passed the HOUSE..but the OBSTRUCTIONIST DEMOCRATS in the senate wont even vote on it

Actually, the House has yet to pass a complete budget. Thus far, the House has passed six of the twelve appropriation bills, and the Senate has passed one of those six.
It is beginning to look like the House will have failed to pass a budget for the fifth year in a row. They have just two weeks left.

I see no reason for the House to waste their time passing budget after budget when the Senate has shown they dont care about it and wont even look at them.

How about because it is their constitutional responsibility? Or are you suggesting the Republicans toss the US Constitution into the toilet, like the Democrats did for the last four years?
The House should not care what the Senate thinks. The Senate will get their opportunity to amend the appropriation bills to their liking, and if they pass the Senate, then both houses can work on any differences. However, if the House does not pass all twelve appropriation bills, then the Senate has nothing to amend, which makes it entirely the GOP controlled House's fault that there is no budget.
