Even here in blue-state NJ, women are NOT allowed to be topless in public; even at the beach. Many European countries allow topless bathing, if not in the streets. However, what should be the case here? Should women be allowed to go topless if men are? Here is an interesting article about a woman that clearly is losing in her cause to go topless in public.
Its also perfectly legal for a woman to go topless on Texas beaches (Galveston Island specifically) as long as no one makes a verbal complaint.

If a man can go topless walking down the street, a woman has the identical rights to do so, in Austin Texas.
They still go topless at Barton Springs. In the 70's it was a very big deal, women were riding their bikes topless, on the hike & bike trails around Townlake.

There are already to many rapes and I suspect that this would only add to it.
I imagine that it would work the other way around. If breasts are exposed more often in more public places, that desexualizes them, and therefore, men don't act all wierd about it like they do when it's considered taboo to do so. Also, rapes happen even in places where women cover up head to toe.

I remember vaguely that topless was allowed either in Manhattan, or in Central Park. I don't remember, and Bloomy probably changed the law by now anyway.
I see all these people on here who say it's their right...just keep this in your mind...your grandmother, and her friends jogging down the side walk on a busy street topless.
