Hawaiian Revised Statute 11-113 (c)(1)(B) specifically requires that this statement must explicitly state that each candidate is legally qualified to serve under the provisions of the United States Constitution in order for the Hawaiian Elections Commission and the Chief Elections Officer to be able to approve the candidate for ballot placement.

That whole first paragraph (I highlighted it in red) that you wrote after asserting "Here's the Statute" is not the statute at all. Except for the single clause marked (B), it is a less than truthful rewrite of the statute. I'm stunned you would try that, given that you couldn't even find the right law until I pointed you to it. Did you think I didn't read it?
The statute does not requires that "this statement" (i.e. the one from the Hawaii Democratic Party) state anything at all. Here is the actual statute, not a paraphrase:

(1) In the case of candidates of political parties which have been qualified to place candidates on the primary and general election ballots, the appropriate official of those parties shall file a sworn application with the chief election officer not later than 4:30 p.m. on the sixtieth day prior to the general election, which shall include:

(B) A statement that each candidate is legally qualified to serve under the provisions of the United States Constitution;
(C) A statement that the candidates are the duly chosen candidates of both the state and the national party, giving the time, place, and manner of the selection.
What? It doesn't specify exactly who should file this statement? It doesn't say that the state party has to file it? Just the "appropriate official of the party."
