I was taught that a tip to a restaurant server should reflect the quality of the service and is entirely voluntary on the part of the patron, as the usual low base pay of the server is an issue between that person and the restaurant.
Well, hey, let's include fast-food workers, too, to be fair. And bar servers who hand you your drink.
Yes, I was a waitress for several years. This trend does not sit well with me and it would affect my choosing to dine out, if I lived in SF.
That is annoying to me. Why then call it a tip if it is mandatory.
This is one instance where the people need to vote and tell legislators no on the mandatory tip. California if very good at doing all kinds of referndums and using the direct democracy system even though it can be to their detriment at times but in this one the people need to tell legislators not to interfere with free commerce between the business and the customer. If the 25% mandatory tip plan goes into effect, I predict a real upswing in buying fast food and deli offerings at the market in lieu of going out to eat -- duh.
Ridiculous. Restaurants should pay employees what they're worth, and not depend on customers to subsidize their wages. I'd like to see an end to tipping altogether.

wow seriously? You're a disgrace. It's sickening how little people tip. I generally tip 20 - 25 percent depending on the service. I don't think I've ever tipped above 25. Even with awful service I never tip below 20 because often those tips are shared with others and i don't think it's fair to punish others because of one loser.
When you go out to eat, factor in AT LEAST 15 percent for a tip regardless of service. If you can't do that then don't go out.

At risk of being labeled a 'leftist europhile', I certainly agree with the European method on this. In the parts of Europe that I have visited, wait staff are paid an actual wage and any tipping is the result of exceptional service.
The US method is ridiculous.
What other service are you allowed to decide payment for after the service has been completed?
If I hire someone to shingle my house I can't just decide to pay only for materials because he was rude.

Agreed service: My mechanic fixes "the problem" and makes another fix for free (not part of our agreement)... TIP
Agreed service: Hire someone to paint my home and paints detached garage with leftover paint for no additional cost (not part of our agreement)... TIP
